The Guiding Signal

The Guiding Signal is more than a logo—it's a declaration of intent.

Its radiating forms represent the diverse voices converging around a shared purpose: ensuring opioid settlement funds reach the communities that need them most. Each pathway reflects a different perspective—policymakers, researchers, advocates, healthcare providers, and people with lived experience—all channeling knowledge towards action.

Just as a signal light cuts through uncertainty, NOSC shines a light on how settlement funds are being spent, who's making decisions, and whether those decisions are guided by evidence, equity, and community need. When the work is visible, it can be evaluated. When it's evaluated, it can improve. When it improves, lives are saved.

The Guiding Signal reminds us that this work is not done in isolation—it requires every point of light working together.

What is NOSC?

The National Opioid Settlement Conference is the only national convening dedicated entirely to the equitable, transparent, and effective use of opioid settlement funds.

Since its inaugural gathering in Denver in 2026, NOSC has become the premier platform for the people doing this work—and the people most affected by it—to share what's working, confront what isn't, and build the connections that drive lasting change.

Why It Matters

Billions of dollars from opioid settlements are being distributed to states, counties, and cities across the country. How those funds are spent—and by whom, for whom—will shape the trajectory of the opioid crisis for a generation. NOSC exists to ensure those decisions are made with rigor, equity, and accountability.

The 2027 conference in Tulsa brings together leaders, policymakers, researchers, providers, funders, and people with lived and living experience to accelerate solutions that reduce opioid-related harms and build lasting systems of care.
